MILLS COUNTY: REQUEST FOR PROPOSALS FOR ABSTRACT SERVICES for the HAZARD MITIGATION GRANT PROGRAM.

Mills County’s March 2019 Flooding disaster recovery efforts include a grant from the Federal Emergency Management Agency (FEMA) under the Hazard Mitigation Grant Program (HMGP). To mitigate properties from future flooding, grant funds will be used to acquire properties that were damaged. The County has identified up to 70 properties eligible for acquisition. Therefore, we are soliciting proposals for abstract updating as a part of the buyout process. This will include rebuilding approximately 40 abstracts that have been lost (exact number will be later defined). The abstracting contractor will be given abstracting tasks in groups of 5-10 properties at a time over the period of up to two years. The contractor will not be expected to complete all tasks at one time.

The project scope is anticipated to involve the following abstracting tasks:

    1. Rebuild a full 40 year root search abstract
    2. Abstracts will need to be brought into accordance with obtaining a Title Guaranty
    3. Updating abstracts for buyout closing process

The vendor must be able to begin within ten (10) days of being selected. Abstracting must be completed within thirty (30) calendar days of the initial notice to proceed on a given property. The County requests that the vendor demonstrates a proven record of meeting critical deadlines for similar services.
